Citizenship
The objective of this programme is to obtain Dominican citizenship and a passport. Following naturalisation approval, the passport is produced and issued by the competent authority under official procedures.
THE PROGRAMME
Citizenship by investment programme
Applicants must first pass eligibility checks and due diligence conducted by the Dominican authorities. After receiving approval in principle, they make the non-refundable contribution to the Government of Dominica’s Economic Diversification Fund (EDF) in accordance with official instructions, then complete naturalisation and subsequent passport formalities.
Family inclusion
Dependants who meet the applicable age, family relationship and financial dependency requirements may be included in the application.

How are additional dependants priced?
Beyond the main applicant and three dependants, add USD 25,000 for each qualifying dependant under 18, or USD 40,000 for each qualifying dependant aged 18 or over. Eligibility must be assessed separately from headcount.

Applicants aged 16 or over must attend an interview. Enhanced due diligence may carry different fees. Professional services, passport applications, medical examinations, translation, certification, bank charges and other case expenses are separate. Obtain an itemised quotation before engagement.

When is payment made, and is it refundable?
Payment timing
The EDF contribution is payable only after submission, review and approval in principle. The receiving account and payment deadline follow the official payment notice.
Refund policy
Each category of payment is treated separately:
- Government contributionNon-refundable once paid.
- Government fees incurred at submissionCalculated separately from the contribution. If the application is refused, refund treatment follows the applicable regulations.
- Professional service feesSubject to the applicable written service agreements.
Before signing, confirm in writing the contracting entity, accompanying family members, itemised fees and payment accounts, interview and visit arrangements, and fee treatment in the event of refusal or early termination.
Completion of the contribution is determined by receipt in the government-designated account and the relevant evidence.

ELIGIBILITY
Eligibility and qualifying family members
In addition to family relationships, age, financial dependency and personal background are all factors in the assessment.
Main applicant
At least 18 years old, meeting the applicable identity, background, health and source-of-funds requirements. Material facts and relevant history must be disclosed fully.

Spouse and minor children
A qualifying spouse and children of the applicant or spouse who are under 18. Custody, adoption and parental-consent documentation is assessed individually.

Adult children
Children aged 18–30 in recognised higher education and fully supported; separate categories cover unmarried daughters under 25 living with and fully supported by the applicant or spouse, and qualifying adult children with physical or mental disabilities. Evidence is required.

Parents and grandparents
Parents or grandparents of the applicant or spouse must be above 65 and substantially supported by the applicant or spouse.

Nationality, residence and refusal history
Applications are subject to review under current CBIU restrictions and enhanced due diligence procedures.
Under the current regulations, the following circumstances may lead to an application not being approved:
- A previous citizenship application was refused
- A visa application to a specified country was refused
- A relevant criminal investigation was not disclosed

What documents should I prepare?
Typical categories include identity, birth and marriage records, police certificates, medical information, banking and source-of-funds evidence, and dependency documents. Entry and residence requirements
Under current CBIU requirements, applicants do not need to reside in Dominica before or after acquiring citizenship and are generally not required to travel there for the application. Applicants aged 16 or over must attend an interview, usually online. Any specific requirement for an in-person interview or other procedure must still be met.

Dual citizenship and retention of existing nationality
Dominica permits multiple citizenships. Whether an existing citizenship can be retained depends on the laws of the country of that citizenship and must be verified separately.

Tax considerations after naturalisation
Tax requires a separate assessment. Dominica’s Inland Revenue Division applies filing and tax rules based on tax residence, income and other relevant conditions. Citizenship should not be treated as automatic tax exemption. Confirm obligations in other relevant countries with their tax authorities or an independent tax adviser.

Interview process and requirements
Applicants aged 16 or over must attend a mandatory interview, currently usually online through a secure platform. It may be conducted in the applicant’s native or chosen language. Applicants must attend personally; no one may attend on their behalf. The fee is USD 1,000 per interview; applicants who cannot join their family and need another interview must pay additional interview fees.

Treatment of fees upon application refusal
If an application is refused before approval in principle, the EDF contribution payment stage has not been reached. Under the applicable regulations, relevant government fees already paid are not refundable upon refusal.
Professional service fees are handled under the applicable written service agreements. Contractual terms cannot alter the statutory rules governing government fees.

Post-naturalisation considerations
Keep citizenship records securely, apply for and renew passports as required, and observe applicable obligations. Citizenship may be revoked on statutory grounds, including relevant misrepresentation. Name changes are restricted for five years after the naturalisation certificate, except through marriage.
